EXHIBIT L <br />Reclamation Cost Estimate for Amendment Area <br />The current reclamation bond for the Specification Aggregates Quarry was reviewed and <br />increased in August 2002 to $1,056,073.00. The following calculation of reclamation costs only <br />deals with the two amendment areas; the 60.9-acre parcel on the south and the 10.9-acre parcel to <br />the north. The 10.9-acre parcel to the north will not involve any mining, only the placement of <br />excess overburden and revegetation of overburden material. <br />For the portion of the 60.9-acre parcel that will be mined, no costs haven been assigned to the <br />placement of growth media on the benches. This is because of the concurrent reclamation that <br />occurs at the quarry. Once a new bench is opened up and mining has moved some 150 to 200 <br />feet away from the bench, growth media is placed on the bench and bench face. This material is <br />dumped in place and dozed to the final 1:1 slope angle. The benches are typically seeded in the <br />fall prior to winter and spring moisture. The costs of placing the growth media aze included with <br />the normal day-to-day operating costs, therefore, only the costs associated with the revegetation <br />are shown in the accompanying table. The estimated costs presented do include the cost of <br />placing the growth media on the pit floor and the existing stockpile areas upon completion of <br />mining, as these are not included in the normal day-to-day operating costs of the mine. <br />The 10.9-acre pazcel of land is owned by Lafarge and currently zoned Commercial development. <br />In order to improve the development characteristics of this parcel, Lafarge is planning to place <br />excess overburden fill on this land in order to create a larger planaz area. The overburden fill <br />will be placed during the nonnal course of mining. The costs associated with the transport and <br />placement of the fill is included in the normal day-to-day operating costs of the mine.
