reclaimed area at a minimum density of 25 per acre. The rougher a reclaimed site can be left, the better it <br />will support vegetation over time. <br />e. The pit stockpile/process area and access routes are to be disked or ripped to a depth of at least 12 <br />inches, with a spacing of no more than 12 inches to loosen compacted soils. The two track road <br />proposed for relocation on the east boundary of the pit will be reclaimed upon completion of mining. <br />f. The disturbed areas shall be mulched with weed free mulch, seeded and the mulch crimped <br />g. Stockpiled topsoil shall be spread evenly over the sides and bottom of the pit excavation. If fertilizer is <br />needed, fertilize the disturbed area with 80 lbs. per acre of nitrogen and 50 Ibs per acre of phosphorous <br />prior to seeding and again one year later following the seeding. <br />h. Disturbed areas shall be reclaimed as soon as mined out, unless they are used for pit operations. <br />Revegetate in November before the ground freezes, using the seed, tree and plant species, rates, and <br />distributions in the CDMG mine and reclamation permit (M-1978-268, Exhibit E, Current Approved <br />Specification, 2003). There shall be no primary or secondary noxious weed seed in the seed mixture. <br />Seed shall be tested and the viability testing of seed shall be done in accordance with State laws. <br />Commercial seed shall be either certified or registered seed. The seed mixture container shall be tagged <br />in accordance with State laws and available for inspection by the Authorized Officer. Any changes to the <br />seed mix must be approved by the Authorized Officer. <br />Reclamation of the site will be considered successful when the soil is stable and the revegated plant <br />community is 75% of the surrounding cover. <br />11. The operator is required to control weeds for the life of the well in accordance with County regulations. The <br />operator shall be required to submit a Pesticide Use Proposal to the BLM priorto actual noxious weed control <br />for approval of herbicides or mechanical controls. As a safeguard to avoid the inadvertent invasion of noxious <br />weeds, vehicle(s) that have been driven in weed-infested areas should be cleaned with high pressure spray <br />equipment before entering non-infested areas. The operator and BLM staff will monitorfor noxious weeds and <br />contact the applicant regarding treatment required. <br />12. Prior to beginning operations in the pit, a copy of the approved DMG permit must be submitted to the <br />Uncompahgre Field Office Manager. The county is permitted to extract gravel only in area of approved DMG <br />permit unless otherwise stipulated by BLM. <br />13. The pit boundaries will be identified by visible boundary markers and checked by the BLM authorizing officeror <br />his representative prior to any surface disturbance. <br />14. Access to the area involved in the permit across private lands is not guaranteed by the Government. <br />15. No bulk quantities of fuels, oils, pesticides, etc. are authorized for storage in the permit area. <br />16. The permittee shall comply with all applicable Federal and State laws and regulations. <br />17. All releases due to leaking equipment, storage of fuel, oil or other containerized substances on the <br />public land will be documented, reported to the authorized officer, immediately cleaned up, removed <br />and properly disposed of by the operator as required above. All spills will be documented and the <br />authorized officer will be notified immediately. <br />18. The permittee agrees to the employment of any other practices as prescribed by the authorized <br />officer which will enhance and protect the public interests and which may be prescribed after due <br />investigation of the circumstances. <br />16 <br />
