The site for the ventilation hole is on land formerly covered by the Star No. l 3 unpatented <br />mining claim, which Cotter abandoned in 2000. Therefore, it is now withdrawn as part of <br />the DOE uranium reserve, but not part of the lease tract. The surface was previously <br />disturbed for US government drilling in 1952. The access road has been in continual use <br />since then for drilling on and around the Lease Tract. The ventilation hole site is a flat <br />area on a ridge crest, hence, will require only insignificant alteration. Since the area is <br />already disturbed, it is not anticipated that any threatened or endangered species, nor <br />cultural and historical resources exist here. <br />C.4 STORMWATER <br />The Wright Mine is already covered for stoirrtwater discharge under the Colorado <br />Discharge Permit System, Certification No. COR-040031, along with the SM-18 Mine. <br />Any modifications needed to the Best Management Practices of that Storrnwater <br />Management Plan will be implemented during construction and maintained during <br />operation of all mining activities on the C-SM-18 Lease Tract. <br />D.-F. SURFACE RESTORATION PLANS and ABANDONMENT <br />Reclamation of the SM-18 Mine portal site area has already been partially completed. <br />At the completion of al] mining activities on the C-SM-18 Lease Tract, the surface <br />- structures at that site will be removed. The area of the building and substation will be <br />covered with the remaining stockpiled cover soil. It will be pocked and seeded with seed <br />from a DOE approved seed mixture. <br />Once the ventilation holes are no longer needed, all surface structures at the vent sites <br />will be removed. The holes will be sealed and backfilled for at least 10 feet of length at <br />the top. They will be covered with soil and seeded with the approved seed mixture. <br />Large rocks or dead trees will be placed so that vehicles cannot drive over the sealed <br />holes. The access road to the ventilation holes will be scarified and seeded. Dead trees <br />and boulders will be scattered along its length. Water bars will be left, as needed, to <br />reduce erosion. <br />The waste dump on Cotter Corporation's private land will be rounded, covered with the <br />stockpiled cover material, pocked, and seeded. Berms will be left around this area to <br />prevent stormwater from entering the reclaimed pile. <br />Once all mining that is accessible from the Wright Mine portal is finished, the two close- <br />spaced portals will be bulkheaded. <br />C-SM-18 Revised Mining Plan <br />8/30/04 <br />
