The list in red below 26c is just meant to clearly <br />restate the possible parties involved - which are all owners of record within 200 feet of <br />the southern embankment. If there are no ditches within 200 feet of the southern <br />embankment, then you don't need to have them fill out and submit a notarized letter, but <br />they still need to be notified (see the email string below). I called out the utilities, <br />because they weren't notified the first time around, but all current owners of record of <br />any significant, valuable and permanent man-made structure located within two hundred <br />(200) feet of the southern embankment, including gas, water, power lines, roads, ditches, <br />and any below-ground utilities must either: <br />
