Box 9 • Granby, Colorado 80446 <br />Phone: 970-887-2123 <br />Fax: 970-887-3168 <br />February 10, 2006 <br />TO: Carl Mount <br />Division of Minerals and Geology <br />RE: Amend Mining Plan Inspiration Point Pit <br />FROM: Bill Clark <br />Grand County Road & Bridge is requesting that EXI]IBIT D (Minine Plan) for the Inspiration Point Pit <br />be amended to read in the following manner. The amended Plan will become active on April 15, 2006 and <br />extend for the life of the mining operation. <br />EXIIIBIT D <br />Amended Mining Plan April I5, 2006 <br />History of the Pit: <br />This existing pit abuts a steep west facing slope on the east side of the permitted area. The previous <br />mining method involved mining straight into the false slope until solid rock was encountered. As <br />additional material [hen slid down the steep undermined slopes, that material would also be removed. <br />This resulted in the creation of a steep, rock faced, highwall approximately 50' tall. Mining then <br />progressed to the south, along the highwall. During the past yeaz the County has acted to rectify the <br />situation by mining further back from the highwall leaving 2:1 slopes, and by placing fill material against <br />the lower portions of the highwall. <br />Mining Method to be Employed Effective April 15, 2006: <br />The current pit boundaries encompass a total of 19.99 acres, as of January 2006 approximately ] 3.00 <br />acres of this site has been disturbed. The potential material reserves of rock and soil are 500,000 cubic <br />yards. Approximately 30,000 cubic yards will be mined and stockpiled per crushing event (crushing may <br />be done annually or bi-annually to maintain sufficient stockpiles) <br />In the future, Grand County will not mine any further into the hillside creating a highwall. Materials piled <br />up against the existing highwall will not be removed. Mining will continue to the south a sufficient <br />distance from the hillside to leave a slope no steeper than 1 3/.: 1(at no time shall the county mine at a <br />degree of slope that is deemed to be unstable). The maximum seam thickness to be mined will be 25' - <br />30'. No mining will occur on slopes which are steeper than 57%. No permanent highwalls will be created. <br />No slope steeper than 1 '/<: 1 will be created. The completed pit site will have a drainage grade to the <br />northwest of at least 2%. During mining the existing 4X4 road to State Division of Wildlife lands will be <br />kept open, though not necessarily in its present location. <br />
