"Lake Albert" to be used primarily to store water for operational needs and provide 310 acre-feet of water <br />storage during final reclamation. The applicant has also proposed 23.57 acre "Frei Lake" to be used as a <br />water storage reservoir with 1200 acre-feet of water storage. As a part of this amendment application, the <br />applicant will need to demonstrate the suitability of each hard rock excavation area for future water <br />storage, ie: provide a survey of each area indicating the presence of cracks or fissures and the need for a <br />seal or liner to assure adequate water holding capacity. In the even[ that a liner is needed for either or both <br />facilities, the applicant will need to provide a copy of the State Engineer's Office (SEO's) letter approving <br />the proposed liner design and a copy of the design and specifications prior to the Division's approval of the <br />amendment application. The Division would also require an adequate bond to assure the installation of <br />each reservoir. The applicant would have the option to bond for 100 percent installation or replacement <br />cost of a pit liner or may select a regulated construction option and become eligible fora 20 percent <br />installation or replacement bond. (See attached specification guide for specific information required for <br />each option). In the event that the applicant is not prepared to submit such information at this time, the <br />Division advises the applicant to remove the intentions for a lake and/or reservoir from this amendment <br />application. The operator may submit such information at a later date as a modification to the permit. <br />Please respond with your intentions to either proceed with plans and bonding for each facility or to remove <br />the proposed plans from the amendment application at this time. <br />3. During a previous site inspection by the Division on April 8, 2002 the Division noted a south facing <br />highwall with approximate dimensions of 679' x 270' x 45 degrees. This highwall appears to be part of <br />the buffer area between the I-70 Corridor and the north face of the quarry. Please respond with whether <br />this face has already been deemed stable by Revey Associates or by the Division, or whether the operator <br />has any future plans for reclamation of the south face. <br />6.4.7 EXHIBIT G -Water Information <br />4. Representatives of the Colorado Division of Wildlife have expressed a concern of minimizing siltation <br />into nearby Clear Creek from disturbances at the Quarry. The applicant mentions on page 32 that a Storm <br />Water Management Plan (SWMP) has been prepared for [his pit. In conformance with Rule 6.4.7(2)(c) <br />please provide a discussion and diagram showing how runoff waters from all affected lands will be <br />managed to protect against pollution of surface water, particulazly Clear Creek. As part of your response, <br />you may include any drainage control studies and/or Best Management Practices (BMP's) for the existing <br />and planned disturbances at the Walstrum Quarry. <br />6.4.12 EXHIBIT L -Reclamation Costs <br />5. In conformance with Rule 6.4.12(1) the reclamation cost estimate will need to include the cost to <br />reclaim the maximum number of linear feet of exposed highwall and acreage of disturbance expected at <br />any one time as request in Item 1 above. Specific items already listed on page 31 that will need to be <br />revised include the following: 1) Total cost for recoiling will be based on a unit cos[ of $0.60/cy rather than <br />$0.16/cy, and 2) Grading and shaping the mine floor will be based on 20 acre-feet of grading to be <br />completed. Other costs that will need [o be included are as follows: <br />Demobilization (should be same as cost for mobilization; $3,465) <br />Demolition of 30 slabs of reinforced concrete with dimensions of 1' x 3' x 10' each <br />Grading & seeding of planting berm along Cleaz Creek, ie: 8' x 4' x 750' <br />Phase Z will need to be topsoiled & seeded, or change post-mining land use to commercial use <br />
