Division's Response <br />The Colorado Division of Wildlife has commented on the amendment application, and has not <br />indicated a concern with negative impacts to wildlife through operations of the quarry, but has <br />provided recommendations to enhance wildlife habitat through reclamation of the quarry affected <br />land. These recommendations will be incorporated into the mined land reclamation permit if the <br />amendment application is approved by the Board (see section III below}. <br />3. Off site impacts to buildings and wells that maybe caused by blasting at the quarry. <br />Division's Response <br />The mined land reclamation permit, if the amendment is approved by the Boazd, will include <br />conditions to control blasting vibrations within anon-damaging range (see section III below). <br />4. The applicant, Holcim (US) Inc., has a history of environmental non-compliance. <br />Division's Response <br />The reclamation statute bars the approval of the amendment application if Holcim were to be in <br />violation of the statute with respect to any mining operation in Colorado. Holcim has eight mined <br />land reclamation permits in Colorado; none of these operations are currently in violation. <br />5. Potential for the quarry to have adverse impacts to surface and ground water quality and quantity. <br />Division's Response <br />Water to be used at the quarry will be sourced from a well adjudicated for industrial use and from <br />an exempt well, properly permitted with the Office of the State Engineer, located at the quarry shop <br />and offices. As long as the wells are operated in accordance their permits, any consumptive use of <br />ground water is acceptable. <br />There are no perennial surface water bodies within the area proposed for quarrying. Storm and <br />snowmelt runoff will be managed in accordance with a storm water permit required by the <br />Colorado Department of Public Health and Environment, Water Quality Control Division. <br />Fuel storage at the quany shop will be installed in a previously constructed lined embayment sized <br />to fully contain catastrophic leakage of the largest tank. Quarry operations will be a minimum of <br />100 feet above the water table as it is expressed in the quarry industrial well bore. These permit <br />conditions protective of ground water make impacts to ground water quality highly unlikely. <br />6. How will public health and environment be protected from toxins liberated by mining of the <br />gypsum? <br />Division's Response <br />The evaporate sequence to be mined at Coaldale is extensive and outcrops in several azeas of <br />2 <br />
