EXHIBIT D-- MINING PLAN <br /> Mining at the Cottonwood Pit will carry on early in the year 2001 as soon as <br /> permits are in hand. The proposed operation's purpose is to expand an established sand <br /> and gravel pit, from 9.9 acres to 48 acres, for county road maintenance in the surrounding <br /> area in Fremont County. At full capacity, the mine is expected to produce 30,000 <br /> tons/year of gravel. Mining will continue in a northern direction away from County Road <br /> 2. Stockpiles will be located on the southern and eastern side of the working face. Mine <br /> equipment will consist of a bulldozer and front-end loader for removal and stockpiling of <br /> the gravel, and haul trucks for transportation of the material. Contract crushing and <br /> screening will be utilized as needed. Due to the simplicity of the mining operation, no <br /> permanent structures are planned, nor are any utilities or service facilities needed. Any <br /> slopes created in the mine area will be graded to no steeper than 3:1, H:V and stabilized <br /> via contour rilling to minimize erosion of newly exposed material. After mining, the <br /> floor and slopes of the disturbed area will be seeded with a native mixture of grasses and <br /> shrubs. <br /> 4 <br />
