MINING PLAN <br />Processing will primarily involve sorting and washing operations. No crushing occurs at the <br />site as rarely are the particle sizes large enough to require it be crushed to produce a product. Water <br />for the processing is obtained by purchase from wells located on the site and owned by other parties. <br />No water for washing is obtained from Coal Creek itself as Coal Creek rarely has a flow volume <br />sufficient to supply the needs of the wash plant. When it does it is the result of a large thunderstorm <br />and the water is then completely unsuitable for use in washing. <br />Settling ponds aze used to capture the fines washed out of the sand. These ponds are <br />periodically cleaned out. On occasion a customer may want to purchase some of these fines, but that is <br />a very rare occurrence as the fines are suitable for only very specialized purposes. A vast majority of <br />the fines removed from the ponds are hauled back to the mining pits and used in the backfill process. <br />Storage of the fines after they are removed occurs adjacent to the ponds. During this period the fines <br />are allowed to drain and dry before they are hauled back to the mining pits for backfilling. <br />Stockpiling of the finished product produced occurs adjacent to the processing plant. The final <br />product is supplied from these stockpiles. However, some products are actually pit run products <br />produced from specific mining pits where the existing sand meets certain specifications. In those <br />cases, no processing of the sand occurs. Instead the customer's trucks are loaded at the mining pit <br />itself and the material hauled directly to the location where the customer is using the material. <br />Initial Mining Areas <br />As stated previously, mining areas will be added as needed with most of the activity early in <br />the life of the amendment occurring in the northern 3/5 (North Phase) of the operation. The North <br />Phase is shown on Exhibit C-1 A and C-1B. Initially, the only activity that can occur outside of Phase <br />1(in the South Phase) will involve a small amount of corrective work in the area mined on the south <br />side of Section 25. This will primarily involve the installation of a new culvert. Otherwise, no mining <br />activity is to occur anywhere in the South Phase. The only area that will be bonded in the South Phase <br />will be those areas that were previously mined and have not yet been released from bond. That only <br />includes some land on the southern end of Section 25. No other land in Section 25 or 36 will be <br />bonded at this time, so no activity can occur there. Lands in Phase 2 will be added to the bonding as <br />needed. <br />Exhibit C-2 shows the location and pertinent details of the four initial mining areas. These are <br />distinguished as upland and lowland locations. The two upland initial mining areas are labeled Area <br />lU and Area 2U and the two lowland initial mining areas are labeled Area 1 L and Area 2L. Also <br />shown on Exhibit C-2 is the bonded boundary. No land maybe affected outside the bonded boundary <br />without prior approval and adding that land to the bond. <br />Each of these upland and lowland mining locations should be operated in sequence.
