MINING PLAN <br />resources, but rarely prevent the success of revegetation. Most native species that invade disturbances <br />in abundance are not considered weeds as these species are often important in the process of <br />developing new ecosystems. These native, weed-like species are rarely damaging although they may <br />be unsightly. These natives should never be controlled without good reason. <br />Topsoil - The upper portion of the soil that is usually distinguished as being darker in color than <br />deeper portions of the soil. <br />Overburden - Material between the topsoil and the sand deposit to be mined. For purposes of this <br />permit, this also includes the subsoil component of the soil. <br />Plant Growth Medium - Usually only includes topsoil, but in some instances may also include <br />overburden: <br />a. if the topsoil is limited in volume or non-existent then overburden maybe included in <br />the plant growth medium. <br />b. where backfill is limited to only a foot or two and then capped with topsoil, the <br />overburden used in the backfill is part of the plant growth medium. <br />Uplaud -Upland refers to that land that is above the floodplain and outwash alluvial fans from <br />valleys. <br />Lowland -Lowland refers to that land from the base of the steeper slopes leading into the valleys to <br />the drainage courses. The boundary between upland and lowland maybe abrupt in some places or <br />more gradual in other places. <br />(Note: These definitions are repeated in the Reclamation Plan and are therefore applicable and <br />important to both the Mining and the Reclamation Plans.) <br />LIST OF REQUIREMENTS - <br />No laud may be affected outside the permit boundary without prior approval. <br />See page 11. <br />2. No land outside the bonded boundary may be disturbed without first bonding that land. <br />Requests for additional bonding land will be made a minimum of 30 to 60 days prior to the time <br />it is needed to provide for sufficient processing and review time. <br />See page 13. <br />3. The bonded land may exceed the 150 acre value in the lease, but in no case will the land <br />defined as being in the 150 acre lease limitation exceed 150 acres. <br />See page 13. <br />4.
