<br />Letter to Clint Strachan, P.E. <br />Request for Proposal, BMRI Oversight <br />page 3 <br /> <br />BMRI will submit technical information in support of its <br />contention that its deviation from approved specifi~r_ations has <br />not effected the integrity of the upstream raise and liner <br />systems. BMRI may also submit formal applications for <br />amendment of the approved designs and specifications, <br />including subsequent responses to adequacy comments. WWL will <br />review these submittals for their technical adequacy and <br />prepare and submit opinions regarding the technical adequacy <br />of the submittals to DMG. These opinions eha.Ll include <br />suggestions for resolution of the technical inadequacies. <br />(5) Review of Final Construction Certifications <br />BMRI is committed under its approved permit to certification <br />of the construction and installation of the tailings pond <br />liner. WWL, at the direction of DMG, will review the final <br />construction certification submitted by BMRI for the <br />construction of the upstream raise and the liner system. WWL <br />will review the certification submittals for theix• technical <br />adequacy and prepare and submit opinions regarding their <br />technical adequacy to DMG. These opinions aha.11 include <br />suggestions for resolution of any technical inadequacies. <br />(6) Participation in Meetings with BMRI <br />At the direction of DMG, WWL shall participate in meetings <br />with DMG, BMRI, and other parties. WWL will be informed of <br />the purpose for any such meetings. WWL shall be prepared to <br />discuss its opinions regarding Tasks (2) through (5). <br />The intent of this Scope-of-Work is for WWL to provide construction <br />and technical oversight consultation services to the Divug#~ <br />will submit its opinions and reports to the Division i confidence. <br />The Division will share them with BMRI as it deems ~' <br />WWL.will not perform any interpretation regarding compliance with <br />regulation. Time sheets and itemized expenses will be maintained <br />by WWL for submittal with its invoices. Monthly invoices shall be <br />submitted by WWL to the Division for approval. Once approved, the <br />Division will forward the invoices and supporting materials to BMRI <br />for payment. <br />Because time is of the essence, it is my desire for the three <br />parties to execute a contract as soon as possible. Please prepare <br />a brief proposal letter, including a work unit cost schedule. <br />Please include resume's of the personnel to be assigned to the <br />project.
