RECEIVED <br />1.) <br />2.) <br />3.) <br />UPLAND GRAVEL PIT NO. 1 <br />EXHIBIT D <br />MINING PLAN <br />PURPOSE: <br />JAN 0 9 2006 <br />Division of Minerals and Geology <br />This application is for conversion of a Colorado Land Reclamation Board (110) <br />LIMITED IMPACT OPERATION to a regular (112) MINERAL EXTRACTION <br />OPERATION for the purpose of extracting building materials (gravel) which have been <br />identified in the MINERAL RESOURCES SURVEY OF MESA COUNTY - A MODEL <br />STUDY by Stephen D. Schwochow - 1978. <br />A report prepared for the applicant, Gary Rinderle Construction by Lincoln Devore, Soils <br />Engineers, confirms cobbles and gravel deposits on this site. <br />A Conditional Use Permit from Mesa County has been approved for this operation by <br />Resolution No. MCM 2001-192 recorded in Book 2979 at Pages 906 thru 908 for <br />extraction of construction materials from a proposed subdivision site in order to comply <br />with Mesa County Mineral Extraction Policy No. 29. <br />The purpose of the application is to permit extraction and reclamation of all <br />commercially viable gravel deposits which are located on the site as part of the grading <br />plan for Upland Estates AFT Subdivision. <br />IMPLEMENTATION: <br />This Colorado Mined Land Reclamation (112) Permit application is intended to be <br />consistent with the purpose, goals and policies of the Mesa County Land Development <br />Code (Effective May 1, 2000), Chapter 3.8 Conditional Use Permits and other applicable <br />State and Federal permits. <br />Addressed in the following application are requirements from the Act and Regulations of <br />State of Colorado Land Reclamation Act for the Extraction of Construction Materials, <br />Section 34-32.5-101, et. seq., C.R.S, and 2 CCR 407-1 which have been adopted to <br />insure that relevant parties interests will be evaluated adequately if affected by the <br />approval of this application. <br />SITE LOCATION: <br />The gravel extraction site is located within the SW 1/4 SW 1/4 of Section 17, Township <br />1 South, Range 2 East, Ute Meridian. The general location would be adjacent to the <br />East side of the extension of 35 Road (Now constructed) and 330 feet South of D 1/4 <br />Road (graveled). <br />-1- <br />
