BLM East Gravel Pit
Mining Method to be Employed:
Exhibit D
Mining Plan
The BLM East Gravel Pit was first entered by the County in July 1974, to provide a source of sand and
gravel for the county road construction and maintenance within the vicinity of the pit.
As indicated on the attached plans, it is proposed to continue [he extraction of sand and gravel deposits in a
northeasterly direction. Topsoil end overburden materials will be stockpiled in the mined out pit area as
indicated. If deemed necessary by BLM personnel, Jackson County will stabilize the topsoil stockpile with
suitable vegetation.
Gravel deposits will be excavated to maximum depth of 20 feet utilizing dozers and/or front-end loaders
and side slopes of the pit will be maintained at 3 or 4:1. Operations and stockpiled material will be
restricted from the edge or rim of the mesa top as to provide a natural screening of the pit. It is estimated
that approximately 25,000 cubic yards of sand and gravel materials will be removed annually.
Access to the proposed BLM East Gravel Pit will be afforded by an existing constructed road from Jackson
County Road # 12D. It is not anticipated that any additional road construction will be required for this
county operation.
This site will be kept free of all trash, waste material, garbage, and rubbish at all times. All refuse will be
disposed of in the Jackson County Sanitary Landfill.
Jackson County will carry on all operations in a workmanlike manner, having due regard for the safety of
employees; and shall safeguard with fences, barriers, fills, covers, or other effective devices, pits, cuts, and
other excavations which otherwise would unduly imperil the life, safety or property of other persons.
Surface or ground water is not anticipated to create any problem during operations.
A steel gate with warning signs will be placed at the entrance to the pit to restrict access to unauthorized
personnel. The pit will be patrolled on a regular basis to inspect for damage and to remove litter and illegal
dumping. Jackson County Weed Control will control all noxious weeds. No inoperable equipment or
equipment not related to the mining operation will be stored at the site.
All ground disturbing activities will occur within the top of the mesa, leaving an undisturbed 20 foot wide
(at the top) berm or "egg shell edge" around the entire pi[ perimeter, with excavation and processing
occuring within the berm. A berm of not less than 20 feet in width will be left undisturbed a[ the perimeter
of the permit area throughout the duration of mining operations. The "egg shell" shall serve as a visual
barrier and wind, runoff and erosion barrier during the life of the pit, until final reclamation occurs. At the
time of reclamation the berm shall be bladed in and used to reshape the mesa top.
Invasive weed treatment shall be conducted annually throughout the entire pit area, and shall include all
stockpiles.
As gravel pi[ expansion proceeds, topsoil and vegetation shall be removed together and stockpiled. The
stockpile shall be signed and kept distinct from subsoil's stockpiled for fill material.
All soil stockpiles shall be seeded and stabilized for the duration of the mining operation
All overburden encountered in mining shall be stockpiled for reclamation purposes.
