By the year 2000 [he total affected area
was reported as t 134 acres, but d now appears that a few acres related to ongoing construction by
pipeline companies near Colony's roadway easement. but not within Colony permitted lands. may nave
been inappropriately counted. The original t,s27 disturbed acres was increased by 3 acres in 1987 with
the addition of lne ESR Test Plots site south of the Plant Site Area 18, This area is not included to the
t982 ISP amendment, which was based on the 1982 Site Disturbance Inventory, Later, in 2000.
approximately 1 acre of new access road disturbance was ragweed near the southern Colony property
Ilre to provide access while natural gas pipeline construction by others L•locked Colony's road easement
on Unocal (now Encana) property These aduihonal 4 aces since 1982 berg Ina actual disturbed
acreage total to ! t31 acres. These later additions will then be added to the affected acreage remaining after reconcihaUOn
to the 1982 ISP has Veen completed, to arrive at the new 'affe^.ted acreage' figura Thn resWts are
presented m tabular form in Table t.
Of ilia original 1.127 disturbed acres described .n the 1962 ISP, 170 acres were described 1n that
sl:bmi7tal as already in their final reclaimed form as of completon of their consVuction, These includeU
76 acres of near vertical rock cut cliff faces associated with ilia Plant Access Road (38 ), Mme
bench(14) and Firebreak Road t1), and rockfill faces such as the Mme Bench face (11j, the Plant
Site's South Valley Fill (61. anq the Switchyard FJI Face (6y
• ?3 acres of steep talus slope disturbance assocated with the pre-permd Pdat Mine. and
• 1' acres of miscellaneous small areas where reclamation was completed upon completion of
cunslruCUOn
Although no additignal reGamation efforts arse no further construction activity were planned for
any of these areas. the operator saw no pressing need at that time to Ualm them as completed or to stars
the process of removing them from the affected area inventory
In addd~on to the above described finished 110 acres. by year end 1984 another 281 acres had
been reclaimed by revegetation. essentially as proposed in the ISP ezcepi for 14 acres that were not
reclaimed Gut were instead stabilized Although the ma)onty of these 281 acres were too steep to avow
spreading of topsoil. Colony believed these could nevertheless tie stabilized by revegelation. This
s~Want,~ s alluded to in the original 1980 permit application (Exhibit E. p. E-46. Gut there was also no driving lone
from the operator's perspeclrve to begin the process of removing these areas from the affectetl area
invertory~ at that Ume.
There were a few areas disturbed m t982 where the disturbance was very limited, consishny of
stripping vegetation but not removing topsoil. In these special cases, temporary stabilization ragweed in
the Interim Site Plan (1982 Amenomenq was achieved by simply seeding those areas with the pormanenl
seed mix These areas were generally smart, varying from as small as t acre to as much as 20 acres, but
t I Thr IarOe gyratory prm+ary crusnar ccncapt nail been abandoned in sammm o' 1582 m dude DI re:emly Pnr,pn vt-mina rec.far
b R~.'Ikms TTw p•imary crusher pl au;avation 'nH had bean openeC in t5dt ;o eraDle wnslrudwn and mstallalion or lros Sa~.i~t;
oral no :onger neeCed and tna r'atern++ IPnI hap Dean eKCava!ed was ratarnep tp Nor crusnm pd and placad as a cnnirolloa
r:Dmpaclud till ,n 158:. a;bwir,0 'cr !Hal yi.Idmg or ine remmnv.g maieni~ DNioy, Dorval Fain
