Costilla County Road & Bridge <br />Permit Application No. 03CS0335F <br />APEN Required/Permit Exempt Colorado Department of Public Health and Environment <br />Page 2 Air Pollution Control Division <br />2. Annual records of the actual gravel production rate shall be maintained and made available to <br />the Division for inspection upon request. <br />The Division determined that an annual mine production rate of approximately 147,368 tons per year <br />would produce uncontrolled emissions of particulate matter equal to 10 tons per year from this facility. <br />At this level a permit would be required. <br />Please note, although exempt emission points do not need air emission permits, they are still required <br />to meet all applicable standards and regulations of the Air Quality Control Commission. These include, <br />but are not limited to; visible emissions shalt not exceed 20% opacity and the fugitive dust control <br />guidelines found in Regulation 1, Section III.D. The fugitive dust control plan submitted, as part of your <br />application, shall be followed in order to meet these requirements. <br />A Revised Air Pollutant Emission Notice (APEN) shall be filed (Reference: Reg. 3, Part A,II.C) <br />a. Annually whenever a significant increase in emissions occurs as follows: <br />A change in actual emissions of five tons per year or more of any criteria pollutant, <br />above the level reported on the last APEN submitted; or <br />b. Whenever there is a change in the owner or operator of any facility, process, or activity; or <br />c. Whenever new air pollution control equipment is installed, or whenever a different type of <br />control equipment replaces an existing type of control equipment; or <br />d. Whenever a permit limitation must be modified; or <br />e. No later than 30 days before the existing APEN expires. The APEN associated with this <br />exemption shaft expire on April 30, 2008. <br />Thank you for your application.
