This review covers fugitive emissions for material excavation,
stockpiling, handling and hauling. Any aggregate processing equipment
used at this site must obtain a separate permit from the Division.
The Division determined uncontrolled emissions of criteria pollutants from the above source are greater
than two tons per year. However, facility emissions are less than the emission thresholds listed in
Regulation No. 3, Part B, Section III.D.3 (PM,e (particulate matter < 10 um) = 5 tons per year; PM = 10
tons per year). As such, this facility is required to file an Air Pollutant Emission Notice (APEN) to report
emissions from the pit, but is exempt from the requirement to obtain a permit.
This exemption from permit requirements is issued in reliance upon the accuracy and completeness of
the information supplied by the applicant and is conditioned upon operation in accordance with this
information. Specifically, this exemption is granted provided the following information is accurate and
complete.
Uncontrolled emissions of criteria pollutants from this facility will not exceed 10 tons per year of
particulate matter or 5 tans per year of PM,e. Uncontrolled emissions from this source, as
calculated in the Division's preliminary analysis, are 9.5 tons per year of particulate matter and
2.8 tons per year of PM,o. These emissions are based on your requested gravel production rate
of 140,000 tons per year.
Laboratory Services Division
8100 Lowry Blvd.
Denver, Colorado 80230-6928
(303) 6823090
023/0012/001
