Cattany <br />Division Director <br />Natural Resource Trustee <br />RE: SW-TKO Joint Venture, LLC -Permit No. M-2004-078, Lupton Lakes Resource <br />Technical Revision No. 2 -Adequacy Review Comments, Class: Revision TR-2 <br />The Division has completed its adequacy review of the operator's October 18, 2005 request for a <br />technical revision to the Lupton Lakes Resource, permit No. M-2004-078. Specifically, the <br />revision addresses a plan for stabilization of the operation's point of offsite discharge, and a <br />comprehensive plan for water quality sampling including baseline monitoring. The following <br />measures listed below must be included in the water quality monitoring plan. Also, the operator <br />will need to commit to providing afollow-up as-built certification from a qualified, registered <br />professional engineer that the stabilization measures installed at the point of offsite discharge <br />have been constructed in accordance with the approved plans. Please respond on or before <br />November 15, 2005 in order that the Division may make a decision on the revision request by the <br />November 17, 2005 decision date. The applicant may request an extension of the decision date if <br />more time is needed to prepare an adequate response. Please be sure to include two (2) copies of <br />your response. <br />Lupton Lakes Resource -Groundwater Quality Monitoring Plan (M-2004-078) <br />• 5 quarters of baseline water quality data prior to exposure or piercing of the <br />groundwater surface. <br />• Map showing the location(s) of the recharge pond(s) & a time schedule of when each <br />recharge pond will become operational. <br />• Schematic showing the height of water level in recharge pond in relation to <br />groundwater surface & Landrus well. <br />• Maximum infiltration rate from the recharge pond. <br />• A monitoring plan that addresses baseline and/or ongoing water quality monitoring <br />for fecal coliforms, herbicides, pesticides, and petroleum hydrocarbons (in addition <br />to oil & grease). BTEX, TPH, Diesel Range Organics, Fecal coliforms lx/quarter <br />• A discussion of how the baseline concentration for each analyte will be determined. <br />• A discussion of the trigger point(s) for the water quality parameters to be monitored <br />Office of Office of Colorado <br />Mined land Reclamation Active and Inactive Mines Geological Survey <br />
