Box 529 DiviFion Director <br /> Natural Resource Tmstee <br />Lyons, CO 80540 <br />RE: CEMEX, Inc., Lyons Quarry; Permit No. M-1977-208 <br />TR-06; Adequacy Letter <br />Deaz Mr. Lohr: <br />The Division received Technical Revision (TR-06) for the Lyons Quarry, Permit No. M-1977-208 <br />operated by CEMEX, Inc. The revision proposes to lower the pH of the C-Pit water before reuse in <br />the spray tower process and to submit a future revision to reduce the selenium concentration to at or <br />below the standazd. The Division has the following comments regarding the water treatment plan. <br />1. CEMEX proposes to submit a future revision on or before April 1, 2006 to address the <br />treating of C-Pit water to lower the selenium concentration to at or below the standazd. <br />CEMEX further states that if the consumptive use approach proposed in TR-06 is successful <br />in lowering the surface area, treatment for selenium will not be required. <br />Past conversations with CEMEX noted that total elimination of the C-Pit water was not <br />possible due to "pump limitations" (which was noted to be 4 feet water depth). The Division <br />agreed to accept that C-Pit will pumped to within approximately 4 feet of the base of the pit <br />in the vicinity the pump, and that adjustments may or may not be made in the pit or pump or <br />appurtenances to allow pumping to an even greater depth. In the event that water remains in <br />the pit, and that if water quality at that time does not meet applicable standards, the remaining <br />water was to be treated. If water remains in the pit after all that can be pumped is pumped, <br />and if water quality standards are indeed met at that time, no treatment will be expected. <br />If water accumulates in the C-Pit after pumping and treating has removed all of the extant <br />pool, the Division should require periodic sampling of waters that later accumulate in C-Pit <br />and, provided those waters do not meet applicable standazds, such water should be treated. <br />At issue is whether further water or rain snow applied to newly generated CKD will cause the <br />pit water to again degade. In addition, the future revision will also need to address lowering <br />of the pH for any remaining C-Pit water. <br />2. Water monitoring analysis of C-Pit water notes a pH of 12.
