United Companies of Mesa County <br />Spring Creek Pit <br />Amendment No. 2 <br />Add New Access Road <br />Engineering Demonstration of Stability <br />As shown on the sketch of the pavement profile, excavation during construction of this <br />road was not required. Twelve inches of pit run gravel was placed on the existing <br />ground surface. Six inches of granular recycled asphalt was placed on the pit run <br />gravel. Three inches of hot mix asphalt paving material was then placed on the <br />recycled asphalt to form the paved surface of the road. <br />Topography at the location of the new access road is essentially flat ground. The new <br />road was constructed on farmland that has been worked for years. No blasting was <br />required for construction of this road. No embankment or fill was required to construct <br />this road. No part of the road construction operation involved excavation or other <br />technique that threatens the stability of any structure within 200 feet of the new road. <br />With respect to Rules 6.4.I9(b) and 6.5 the new access road or structures located <br />within 200 feet of the new access road will not be damaged due to activities at the <br />mining operation including normal use of the road. There are no geologic hazards <br />present near the new access road that maybe destabilized by the road or use of the <br />road. There are no mine related physical features (highwall, stockpile, slopes or <br />embankment, for example) that will be destabilized by the new access road or its use. <br />There is no potential for failure of any geologic feature or constructed earthen facility <br />due to the new access road or its use. <br />
