Sewer <br />There are municipal sewer facilities in the area which are in use for the WECMRD recreational <br />facilities and for the Eagle County Animal Shelter. However, the gravel extraction is a temporary <br />and short-lived operation which wi71 not require permanent sewage disposal facilities. The <br />applicant has existing portable toilet facilities on Area B (the main operations area) and these will <br />be used for the workers involved in the extraction on Area D. As the number of workers <br />involved in the extraction operation will be limited, the existing portable facilities should be more <br />than adequate, <br />Landscaae Plan <br />Section 5-250 of the Land Use Regulations regarding Special Uses requires a Landscaping Plan as <br />part of the site information. Division 4-2, Landscaping and Illumination Standards, provides the <br />standards for landscaping and illumination in the unincorporated areas of Eagle County "so as to <br />maintain and enhance the character of residential neighborhoods, commercial centers, and <br />industrial areas." Section 4-220 outlines-the details required to be provided on the plan, Section <br />4-230 provides the design standazds and materials, while Section 4-240 gives information on <br />installation and main Pnanrp requitments. <br />A Landscape Plan has been prepared based on the requirements listed in the sections noted above. <br />This plan consisting of two sheets (Existing Vegetation Plan and Landscape/Reclamation Plan) is <br />attached as pact of the submittal package. As this is a short-term use in the Resource Zone <br />District, the major Anent of the plan is to provide.revegetation ofthe azea in agricuhural and - <br />native grasses to prevent erosion and drainage problems. Agricuhural grasses will be used on the <br />floor of the excavation and a native mix will be used on the reclaimed side slope. Through the <br />PUD process, Eagle Coumy is still working to determine the future uses for the areas affected by <br />the mining operation. The seed mixes to be used for revegetation of Area D are based upon <br />species which are native to the region or which have done well in previous use here. The existing <br />trees along the ditch line in the southeast portion of Area D wt71 be preserved. nth the <br />exception of a few small junipers on the existing terrace slope, these aze the only trees in Area D. <br />Section 4-230.A.6 of the Landscape regulations provides information to determine the minimum <br />number of trees and shrubs to be required within a landscaping azea The Resource Zone District <br />has been specifically exempted from the calculations as shown in this section and therefore, <br />calculations to determine the minimum number of trees and shrubs have not been provided. <br />Section 4-250 of the Regulations contains the Illumination Standards. The stated purpose of this <br />section is to "establish standards for controlling illumination to prevent intense glare or duect <br />illumination that would create a nuisance, detract from the use or enjoyment of adjoining property <br />or cause traffic hazards to motorists." There will be very little, if any, illumination asspciated <br />with the extraction'process on Aiea'D of the Fairgrounds property. The applicant intends to <br />work only during daylight bouts, but there may need to be a small amount of safety and security <br />related lighting for the project.
