. ,~:,;:_
u':.
9) All reclamation related activities, inchiding stockpiling of topsoil, regrading and
reseeding of slopes, seeding, mulching, fertilizing, and irrigation.
10) Equipment storage.
11) Importation of topsoil and overburden materials for reclamation purposes.
of these uses listed above could also occur on Area B in conjunction with the mining
hies on Area D. All of these uses have already been approved for Area B. The applicant
not intend to place any temporary structures or buildings in Area D.
~clamation plan approved by the l~fined Land Reclamation Board in 1980 calls for a flnal
ope on the pit in Area A of 2:1. Area A in the MLRB permit is roughly equivalent to
A and D of the November 19981ease with the County. This new ]ease agreement with
County calls for the regraded slopes of the pit to be 3:1 rather than the original 2:1.
ver, Eagle County representatives indicated a preference for 2:1 slopes on portions of Area
rder to preserve more of the floor area for future uses. Unless otherwise directed by the
y, the applicant plans to reclaim the Area D at a 3:1 grade.
dcultural areas to be reclaimed on the floor of Area D will be retopsoiled to a depth of
imately 4-8". The grade acrosa this area will be about 2% towards the river to allow for
irrigation drainage and to eliminate water entrapment areas. Adequate topsoil for
ition should be ava>7able for the agricultural areas from the lands initially stripped prior to
action process. Ifneeded, additional topsoil can be obtained from construction projects in
x which have excess fill material The seed mix and application rates to be used for the
ition are shown on the Landscaping Plan included with the application package. As noted
sly, a curvilinear reclamation of the side slopes is proposed rather than a completely
i approach. This is shown on~the attached grading plan.
Lafarge gravel operation occurring at the Eagle County Fairgrounds property demonstrates
sistency with the Eagle County Master Plan effective January 17, 1996 through an analysis of
following components of the plan.
Open Space and Recreation
Guiding Policy 2.., Identify find develop land for active use for parks and outdoor recreation
facilities.
In the Site Master Plan foc the Eagle County Fairgrounds dated May 1997, a mix of
