<br />Apri19, 2002 <br />Page 5 <br />f) We have determined that a 4-foot drop in the static level of the average water <br />table will constitute a "significant" drop in the water table and will trigger the <br />notification and mitigation process to ensure the performance of the <br />neighboring wells within 600 feet of the property. In addition, this drop in <br />water level will also be addressed with respect to whether consumptive use of <br />the well can continue at its' historic levels. <br />Attached to this letter is a more detailed groundwater-monitoring program, which Lafarge <br />is committed to completing as part of the planned operation. <br />6.4.12 Exhibit L -Reclamation Costs <br />13) Table L "Reclamation Costs" of the permit application details our current estimate of <br />the costs associated with reclamation of the site. As of this time, we do not believe <br />that there is additional information available that warrants changing the estimate. As <br />detailed above, we may have excess topsoil to increase the depth from one foot to one <br />and one-half feet; this would only amount in a change of the current cost estimate of <br />$3,194 out of the currently estimated total of $646,648. These types of slight <br />differences are well within the accuracy of any of the current estimated amounts. <br />With regard to the itemized costs for mobilization and demobilization of the <br />equipment that will be on site, we will be pleased to provide this information once the <br />exact equipment spread for this property is determined. It is our opinion that an <br />indirect charge of 25 percent should not be taken against the slurry wall portion of the <br />reclamation costs since the slurry wall will be completely installed prior to any mining <br />activity. Lafazge has no objections to the 25 percent indirect charge for the remaining <br />portion of the reclamation costs. <br />6.4.19 Exhibit S -Permanent Exhibit man-made Structures <br />14) Lafarge is aware of the Divisions policy on setbacks as they relate to mining limits. <br />The setback distances discussed on page 6 of the application assume that Lafarge has <br />either reached an agreement with the structure owners in question, or has submitted a <br />slope stability analysis to the Division for approval. Lafarge reasserts their <br />commitment to maintain a setback of at least 200 feet from all man-made structures <br />until agreements are reached or a slope stability analysis is submitted to, and approved <br />by, the Division. We ask that the Division approve this permit with mining within <br />200 feet of any man-made structure conditional upon submittal of appropriate <br />agreements and/or stability analyses. <br />
