CAMEO GRAVEL
EXHIBIT D
MINING PLAN
1.) PURPOSE:
The following application is intended to be an expansion of an existing (110) Limited
Impact Permit approved by Colorado Division of Minerals and Geology in February,
1997.
An existing mined lands permit M 96-076 for 9.55 acres was issued to the applicant
Rudy Fontanari in the name of WESTERN SLOPE FLAGSTONE QUARRY NO. 2. The
original application (1996) for a Colorado Mined Lands permit (M-96-076) was approved
February 10, 1997 for a LIMITED IMPACT OPERATION (110) for a construction
materials extraction operation affecting LESS than 10 acres.
A REGULAR OPERATION (112) is currently being applied for to convert the existing
(110) permit into an operation which would affect MORE than 10 acres. During the
time elapsed from the original permit, Colorado Mined Lands Board has determined
that quarry operations shall be permitted separately from regular gravel extraction
operations and therefore the existing name of the operation WESTERN SLOPE
FLAGSTONE QUARRY NO. 2 will be changed to reflect the true nature of the
construction materials extraction operation. CAMEO GRAVEL was therefore chosen as
a name for the expansion of the existing (110) permit to a (112).
2.) IMPLEMENTATION:
This application is intended to be consistent with the Construction Material Rules and
Regulations of the Colorado Mined Land Reclamation Board, (Effective January, 1996).
Specifically addressed in the following application are requirements from the
Rules and Regulations found at Pages 127 through 137.
3.} SITE LOCATION:
The site is located South and East of the I-70 Corridor, East of Powdefiom Coal Mine,
Southeast of the Cameo Electric Generating Station and adjacent to the Ute Water
Conservancy District Rapid Creek Filter Plant. The site consists of a high mesa which
slopes Northerly at 5 - 6 % grade toward the Colorado River and I-70 and also slopes
Southerly to Rapid Creek.
The expanded operation will consist of 6 parcels of land, which contain 195.02 acres of
land. All the parcels contain commercially viable alluvial deposits of basalt material
originating from the slopes of Grand Mesa East of Rapid Creek drainage basin.
