2. How is this mining plan impacting the regional hydrology of the area and <br />what is the operator doing to minimize the impacts to the prevailing <br />hydrologic balance? Although our office has not received any objections to <br />this application, we were copied on a letter of concern to Adams County about <br />down-gradient well impacts. Since there aze a number of wells within 600 <br />feet of the site, please explain the potential impacts and proposed mitigation <br />for these wells. <br />3. Attached aze the State Engineer's Office comments. Please contact them for <br />further clazification on their comments. <br />4. As previously mentioned, Adams County has appazently requested the <br />addition of visual berms along the south and west sides of the permit area. In <br />addition to identifying the size and location of these berms on the mine plan <br />map we aze requesting that their potential impact to the overall stability of the <br />mined slopes be considered. In conversations with Mr. Keen, it is our <br />understanding that Ground Engineering Consultants is reviewing this issue <br />and will be submitting an addendum to their original report evaluating - <br />potential impacts to.the slope stability from the addition of berms along the <br />tops of the south and west sides. This will be reviewed for compliance upon <br />receipt. <br />Please include a temporary seed mixture that will be use for the visual berm <br />and topsoil stockpiles. Also, please provide a statement acknowledging that <br />.noxious weeds will be managed in accordance with Rule 3.1.10(6) if they are <br />observed on site. <br />This concludes the preliminary adequacy review. We aze still evaluating the proposed <br />reclamation liability and will notify you with any concerns. Once again the decision date <br />has been extended until Mazch 28, 2003.. If you aze unable to provide adequate responses <br />by that date, it will be your responsibility to request another extension. <br />Si rely, <br />Anthony J.
