Refer and Molen:
The Division of Minerals and Geology has received and reviewed the December 14, 2004, proposed
Well and Lake Sampling Protocols submitted by Mr. Molen on Aggregate Industries' behalf. This
letter contains the Division's review.
It was proposed that the Division review the sampling protocols per the U.S. EPA Region Vlll
Min/mum Requ/rements for Field Sampling Activit/es. However, unless you propose using this
protocol, thEi Division wit{ contlnue to be guided by CDPHE's `Ground-Water Permit Guidance
Suggested Monitoring Well Samptirrg ProtowY and Tri-County Hearth Department's 'Standard
Operating Procedures" and'DIMP Sampling Procedure.' Tri-County's extensive DIMP e~cperience at
the Rodcy Mountain Arsenal and targeted procedures more specifically and comprehensively address
this particular analyte than any others the Division has encountered. Therefore, their procedures are
considered competent for our purposes, as well. Lake sample collection per the Texas Commission
on Environmental Quality's (TCEQ, f/k/a TNRCC) "Surface Water Quality Monitoring Procedures" is
acceptable. Deficiencies in the protocols ident~ed herein stem from comparison with the accepted
guidances and/or site-spec considerations.
To clarify sampling frequency, the Board Order dictates that Aggregate Industries must devebp a
plan, for approval by the Division, to monitor the gravel pit pond water for DIMP monthly for one year,
and then quarterly until authorized to discontinue.
Per the Order, Well No. 32883, must be sampled twice -once before pit dewaterirlg begins, and once
after.

issue i „~ '-t•I..e, 2 ~ 905 L e tiQ-r -F,•~
-this i s -t-Ine sa, h{evtc e
.~„Q -t-cPpe,rs.
