Materials: <br />All material used to construct the liner and the liner cover shall be free of organic matter, <br />debris, frozen material, and other unsuitable material. <br />The soil liner material shall be removed from a suitable borrow area and shall con form to the <br />following specifications: <br />U.S. Standard Percent Passing <br />Sieve Size By Dry Weight <br />'/a inch 100 <br />3/8 inch 80-100 <br />No. 4 50-100 <br />No. 40 20-90 <br />No. 200 50-80 <br />The plasticity Index shall be a minimum of 10 and a maximum of 40 <br />Excavations: <br />Excavations shall be graded to drain properly and material shall not be moved when it is <br />overly muddy, wet or otherwise unsuitable. <br />In excavations where fill is to be placed against the native material the slopes shall be benched <br />and keyed into the native material to eliminate a smooth interface. <br />Fill Placement: <br />The distribution of materials shall be such that the fill is free of voids, lenses, pockets, streaks <br />or layers of material differing substantially in texture ox gradation from the surrounding <br />material. <br />The fill surface shall be kept near the same level at all times during the construction. The fill <br />surface shall be sloped to allow drainage of storm water off the fill surface. <br />The fill placement shall occur by touting the hauling and spreading equipment parallel to the <br />axis of the fill .The hauling unit shall be routed so they do not follow in the same tracks and <br />the paths shall be split across the surface to enhance compaction. <br />Water if required fox moisture conditioning shall be applied on the fill ox in the bazrow areas <br />using a water truck with spray bars. The fill materials shall be maintained within the required <br />moisture range for proper compaction to the required density. The moisture content of the fill <br />material during compaction shall be uniform through out each layer of material. Mixing of wet <br />and dry material on the fill to obtain the proper moisture content is not allowed. <br />After the fill material has been spread it shall be compacted to the required density by passing <br />compaction equipment over the fill a sufficient number of times to obtain the required <br />
