It should be noted that there has been no update of the estimate since 1993. 15 years of
inflation without regard to any other issue warrants an increase. The permit is typical of the times but is lacking some
basic information and some issues were not addressed. Notes indicate [he shaft being sealed but no removal of the head
frame therefore the estimate left the head frame and other structures in place. Earthen materials amounts were noted in
the 1993 estimate but failed to address the total disturbance area of the tailings area when amended. The calculations
therefore have conservative estimates based on poor maps and handwritten notes.
Please review the estimate carefully. If there are any errors or clarifications that may affect the estimate please contact
staff immediately. It will be helpful to supply written documentation that backs any discrepancies. It is important to
remember that the estimate is for what it will cost the State to reclaim the site if for any reason the permit were revoked.
A permit holder will no doubt be able to do the reclamation for less. Based on the initial estimate the required Financial
Warranty required for the Succession of Operation to be approved is $39,141.00. If after a review this estimate is
acceptable please supply staff with a verbal and written acceptance. Once the bond amount is set the SO application
can be finalized.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1117.
Sincerely,
~~~~~~
G.
