ALTERNATIVES CONSIDERED BUT NOT CARRIED FORWARD: None <br />NEED FOR THE ACTION: Excess winter water is causing damage to the irrigated field to the <br />south of the public land area. The water stored in the detention basin would allow for its <br />percolation into the ground water rather than being released as surface water onto imgated fields <br />located south of the public lands. The proposed action would require that a mineral material <br />permit be provided to ACA Products to authorize removal of the sand and gravel material from <br />the site. The current amount of tonnage is relatively low and estimated at less than 10,000 tons <br />per yeaz at the upper end of removal. <br />PLAN CONFORMANCE REVIEW: The Proposed Action is subject to and has been reviewed <br />for conformance with the following plan (43 CFR 1610.5, BLM 1617.3): <br />Name of Plan: Royal Gorge Resource Management Plan <br />Date Aunroved: 05/13/96 <br />Decision Number: 1-40, 1-41, and 1-42. <br />Decision Lan~uaae: Areas will be open to mineral material development using <br />appropriate mitigation developed through appropriate environmental analysis. <br />Standards for Public Land Health: In Januaty 1997, Colorado BLM approved the Standards for <br />Public Land Health. These standards cover upland soils, riparian systems, plant and animal <br />communities, threatened and endangered species, and water quality. Standards describe <br />conditions needed to sustain public land health and relate to all uses of the public lands. Because <br />a standard exists for these five categories, a finding must be made for each of them in an <br />environmental analysis. Little public access. <br />Environmental Consequences/1~Iftigatfon: <br />Proposed Action: Proposed action would result in increased dust generation <br />during the mining season.
