Currently, the surface water <br />percolates underground and flows to the Arkansas River through the groundwater. This <br />groundwateir is likely the source for the center pivot irrigation in the area. It is possible that <br />during a very lazge runoff water would flow over the surface to the river. <br />All the water in Trout Creek is appropriated and is consumed by the time it reaches the Arkansas <br />River. <br />Environmental Consegnences/Mitigation: <br />Proposed Action: The Proposed Action would place a lazge pit in the channel of <br />Trout Creek that would intercept surface flows. Most of the time these flows would be small <br />enough to percolate into the ground water, essentially cutting otPa couple of hundred yards of <br />surface flow where there is currently no defined channel. During high flow events, the pit may <br />fill with water and any overflow would flow where it currently does. The overall impact to the <br />hydrology of the area would be small. The state engineer was consulted regarding effects to <br />water rights. There would be no change to the consumptive use of the water, therefore there <br />would be no water rights affected by the Proposed Action. <br />No Action Alternative: The No Action Alternative would result in no effects to <br />hydrology or water rights since nothing would change over the current situation. <br />Cumulative Impacts of the Proposed Action: Cumulatively, the Proposed Action would <br />add one more obstacle in the path of Trout Creek on its journey to the Arkansas River, cutting its <br />surface flow off further from the river. <br />NOISE <br />Affected Environment: The area currently has low to moderate levels of noise. The <br />primary noise source are the activity in the current gravel pit on private land, with smaller <br />additions from traffic on the county road and fanning operations. <br />Environmental Consequences/MitlgaHon: <br />16 <br />
