COOLEY RESERVOIR AND FULTON WILDLIFE AREA PIT
AMENDMENT NO. 1 - JERONIlVIUS PROPERTY
(Revised 05/03)
EXHIBIT D -MINING PLAN (Continued)
The property was previously mined for sand and gravel resources by others. The property's present
configuration is two lakes and wetlands encompassing 28+ acres on the west, north, and south sides
of the property, and 20+ acres of non-lake area vegetated with non-irrigated grasses along the east
side. Most of the lake area is within 100 year flood plain of the S.Platte River, but the non-imgated
grass vegetation area is out of the flood plain. None of the flood plain area is considered part of the
flood way of the S. Platte River flood plain.
The addition of this property was primarily to obtain an area to dispose of the wash plant's discharge
water, as there are less than 500,000 tons to a depth of 30+_' of available sand and gravel resources
on the property since it was mined previously. The stratum below the grave( resources is pierce shale
bedrock. Mining will be one phase, and should be completed within 2 years. Except for minor
encroachment, the existing 10+_ acres of extensive wetlands area along southern boundary of the
south lake area shall be preserved. Reclamation shall include creation of additional wetlands area by
filling of lake area to 6" with silt from the plant's wash water above the existing high water lake
elevation, which generally occurs in the mid-June to mid-July time period, with silt from the wash
plant water. This filling will both allow the establishment of wetlands, and also will ensure there is
no adverse affect on the S. Platte River flood plain.
Mining of the two lakes areas will be undertaken with a dragline and/or large backhoe to recover any
remaining resources below the water level. The proposed mining includes partially de-watering the
lakes by 10' to 15'± ,but no dewatering or the additional exposure of additional water surface shall
occur until after required approvals are obtained. Scrapers, dozers, backhoes, and similar equipment
will be utilized for mining of dewatered areas and other areas above the water level. Mining will also
include the below elements, not necessarily in the order listed, with some of these activities will occur
concurrently:
Repair existing fencing and new fencing installation. Any new fencing will be accordance
with Adams County regulations, and where applicable permits for fencing shall be obtained.
2. Prior to earthmoving activities eradication of all noxious plants, and continue to follow the
'`Noxious Weed Control Plan" in the original permit and copied as page 8 in this exhibit.
3. Installation of a conveyor and wash pipe crossings of the Fulton Ditch for conveyance of
excavated material and pipe to bring fresh water to and silt wash from the existing Plant Site.
These two crossing points are already disturbed with existing piping and private drives across
the Ditch, that the Ditch company utilizes. No new disturbance will be caused by use of these
two crossing points, and these two crossing points will remain after mining is completed,
therefore these two crossing areas are not and need not be included in the permit area.
2
