4. In accordance with Rule 6.4.4(d), please clarify the maximum disturbance to be expected at any time
throughout the life of the operation, ie: surface area and depth of excavation, volume of overburden
generated, volume of topsoil to be stockpiled, etc.
6.4.5 EXHIBIT E -Reclamation Plan
5. The reclamation plan specified that the site will be re-vegetated with a mixture of native grasses. The
tentative seed mixture provided lists 5 grasses, of which 4 are wheatgrasses. The Division recommends the
operator revise the seed mix to provide a greater variety or diversity of grass species. An example is listed
below.

adequate time for review before the March 7, 2005 decision date. Rule 1.8.1 states [hat changes and
additions to the permit application must be filed with the Division and the County Clerk and Recorder.
The applicant must also provide the Division with an affidavit or receipt demonstrating that the change or
addition was filed with the County Clerk and Recorder no later than [he close of business on the day the
change was filed with the Division.
