0 • <br /> Mr. Garry Miller - 2 February 20, 1985 <br /> 4. Concerning the disposal of the detoxified material , the liner to be <br /> used is not satisfactory. It has been difficult to adequately seal <br /> these liners on past projects. The Division recommends using hypalon <br /> or PVC. If PVC is used, adequate backfill cover must be laid over the <br /> PVC to protect it from photodegradation. Blanket protection backfill <br /> is recommended on any material which may be subject to punctures from <br /> equipment or end dumping. Please respond, as the Division will require <br /> an adequate liner. <br /> 5. Concerning the water sampling program it is noted that CN total free <br /> ( available) is listed. The Division will require that both total CN <br /> and free CN be included in the analysis. Please respond. <br /> 6. Concerning topsoil please estimate the volume of topsoil that will be <br /> used during 1985 reclamation and what will remain for future <br /> reclamation. what depth of topsoil will be replaced? Also where will <br /> the remaining topsoil stockplies be located; will stockpiles be graded <br /> and quick cover seeded? <br /> 7. Concerning Reclamation Costs (Exhibit L) a finanical warranty of <br /> $53,000.00 on the 160 acre permit will be recommeded to the Board. <br /> This is increase is as follows: <br /> Cyanide decommissioning and handling $ 5,000.00 <br /> Reclamation of approximately 15 acres <br /> ( 1985 or other disturbance) <br /> Backfilling & Grading $900.00/acre 13,500.00 <br /> Topsoiling $300.00/acres 4,500.00 <br /> Seeding $250.00/acre 3,750.00 <br /> $ 26,750.00 <br /> MGC Calculated for Pit & Plant Site 25,975.00 <br /> $ 52, 725.00 <br /> Say $ 53,000.00 <br /> Please be aware that the Division calculated costs on worst casit analysis if <br /> we were required to reclaim the site. <br /> In general the amendment is well written and addresses the primary issues. <br /> Please respond to the above items adequately before March 15, 1985 to allow <br /> for further review by the Division. <br /> The Division will also request the Board to impose the following stipulations: <br /> 1 . In the event of any uncontained cyanide or cyanide solution spills <br /> the operator shall immediately notify the Director of the Colorado <br /> Mined Land Reclamation Division. <br /> 2. The operator shall submit sample results of the detoxified cyanide <br /> processed material . Composite samples shall be taken twice per <br /> year and results shall be submitted with the required annual <br /> report. Sample analyses shall include: total cyanide, free <br /> cyanide, sulfate, and chloride. <br />
