The <br />moisture content of the fill materials prior 'to and during <br />compaction shall be uniform throughout each layer of the <br />material. <br /> <br />If material spread on the fill is drier than specified <br />for compaction, the Contractor shall spray water on each layer <br />of the fill and work the moisture into the fill by harrowing <br />or other approved means until a uniform di:ctribution of <br />moisture at the proper content is obtained. Material spread <br />on the fill that is too wet for proper compaction shall be <br />removed or it may be left on the fill and permitted to dry, <br />assisted by discing and harrowing as necessary, until the <br />moisture content is reduced to an amount suitable for obtaining <br />25 <br />
