CAMEO GRAVEL <br />EXHIBIT D <br />MINING PLAN <br />1.- PURPOSE: <br />The following application is intended to be an expansion of an existing (110) limited <br />Impact Permit approved by Colorado Division of Minerals and Geology in February, <br />1997. <br />An existing mined lands permit M 96-076 for 9.55 acres was issued to the applicant <br />Rudy Fontanari in the name of WESTERN SLOPE FLAGSTONE QUARRY NO. 2. The <br />original application (1996) for a Colorado Mined Lands permit (M-96-076) was approved <br />February 10, 1997 for a LIMITED IMPACT OPERATION (110) for a construction <br />materials extraction operation affecting LESS than 10 acres. <br />A REGULAR OPERATION {112) is currently being applied for to convert the existing <br />(110) permit into an operation which would affect MORE than 10 acres. Colorado <br />Mined Lands Board has determined that quarry operations shall be permitted <br />separately from regular gravel extraction operations, but since this is a conversion <br />application, the existing name on the application, WESTERN SLOPE FLAGSTONE <br />QUARRY NO. 2 will remain, however, it does not reflect the true nature of the <br />construction materials extraction operation. CAMEO GRAVEL was chosen as the <br />operation name for the expansion of the existing (110) permit to a (112). <br />2.) IMPLEMENTATION: <br />This application is intended to be consistent with the Construction Material Rules and <br />Regulations of the Colorado Mined Land Reclamation Board, (Effective January, 1996). <br />Specifically addressed in the following application are requirements from the Rules and <br />Regulations found at Pages 127 through 137. <br />3.) SITE LOCATION: <br />The site is located South and East of the I-70 Corridor, East of Powderhorn Coal Mine, <br />Southeast of the Cameo Electric Generating Station and adjacent to the Ute Water <br />Conservancy District Rapid Creek Filter Plant. The site consists of a high mesa which <br />slopes Northerly at 5 - 6 °k grade toward the Colorado River and I-70. <br />4.) SITE OPERATION AND IMPACT: <br />The hours of operation approved for Cameo Gravel Extraction by Mesa County <br />Conditional Use Permit shall be 6:00 AM to 7:00 AM, 7 days a week. The proposed <br />materials storage area, sales office and scales shall be located at the North end of a <br />high mesa near I-70 frontage road. The natural topography of the proposed site is well <br />buffered will restrict view from I-70 corridor or any residential site. Therefore, impact of <br />the site operations on surrounding land uses will be minimal. <br />
