front of the fuel tank was sloped in such a manner that flow
actually goes toward the center of the parking lot. The east berm
actually controls the small amount of drainage immediately adjacent
to the fuel tank which slopes outward, along with a small segment
behind the mag-chloride tank. These berms were completed on May
24, and were observed by Mr. Berry on May 25.
3) Pon3 D Sumo/Rock Filter TCC wishes to point out the following:
A) a portion of the berm material in question was in fact a pre-
existing wide section which had been left in place to allow for
maintenance access, and that the portion of the berm which was
pushed in was actually the containment ridge. B) Observation of the
area did not indicate that significant amounts of the deposited
material was transported offsite. Initial clean-up work on this
site was completed on May 22, with some final touch-up work being
done per Mr. Berry's recommendation on May 26.
4) Blocked box culvert under railroad tracks This culvert was
cleared on May 20, and was observed by Mr. Berry on May 26.
51 Blocked culvert below Tipple 2 This culvert was cleared
previously, but material apparently washed down from the french
drain outlet area and blocked the culvert. This culvert served the
french drain outlet and a very limited portion of the coal pile
outslope. Any flow which might have overtopped the culvert due to
blockage would have simply run across the old ramp segment and
flowed back into the system immediately below the culvert outlet.
Please note that TCC has completely removed this culvert in the
interim, as observed by Mr. Berry on May 26.
61 Coal over berm at Tioole 2 This berm is included as part of
TCC's spring maintenance list, and was scheduled for maintenance
when ground conditions were more favorable. The drainage to the SAE
from this area is minimal given the grade of the tipple pad, the
presence of the containment ditch, and the limited extent of the
area in question.
