4 <br />25. The vehicular volumes using this access shall no[ exceed an average Peak Hour Volume of twenty-five right- <br />mming movements from Stale Highway 285 into the access. <br />26. The vehicular volumes using this access shall not exceed an average Peak Hour Volume of ten tefr-taming <br />entrance movements from State Highway 285 into the access. <br />27. If the access volumes exceed the values listed above, the permittee(s)/property owners shall be proportionately <br />responsible to install the warranted access improvements within the earliest construction season. Failure to <br />provide the warranted improvements may result in closure of the highway access. <br />28. Any future warranted highway improvements shall be designed and constructed by the Permittee or the <br />property owner's a[ no cost to the Department. Anew access application shall be submitted and a new access <br />permit shall be issued by the Department prior to an increase in the herein-permitted vehiculaz volumes(s) or <br />any additional highway constmction activities. Any warranted highway improvements shall be installed <br />within the eazlies[ construction season. Under no circumstances will the access be allowed [o operate in an <br />unsafe manner. <br />29. The final design of all future warranted highway improvements shall be submitted to the Department for <br />review and approval prior to commencement of any constmction within the highway right-of--way. The <br />design shall be provided by a Colorado registered professional engineer. <br />30. The design and cons[mction of any future warranted highway improvements shall comply with the following <br />current editions: <br />a. Roadway Design Manual <br />b. Materials Manual <br />c. Construction Manual <br />d. Standard Specifications for Road and Bridge Constmction <br />e. Colorado Standard Plans <br />E Manual on Uniform Traffic Control Devices for Streets and Highways and the Colorado <br />Supplement thereto. <br />g. A Policy on Geometric Design of Highways and Streets, 1999 edition. <br />h. Transportation and Traffic Engineering Handbook. <br />i. Trip Generation Manual <br />j. State Highway Access Code Volume 2, Code of Colorado Regulations 601-1 <br />k. Roadside Design Guide <br />31. This permit is issued in accordance with the 1998 State Highway Access Code and is based upon the <br />information submitted by the Permittce. Any changes in the herein permitted type and use and/or volume of <br />traffic using the access, drainage, or other operational aspects may render [his permit void, requiring that a <br />new applicaton be submitted for review based upon currently existing and anticipated future conditions. <br />Installation of auxiliary lane improvements may be required if a safety problem is created on the highway <br />system or if future vehiculaz volume warrants aze met, as required by the State Highway Access Code Volume <br />2 Colorado Code of Regulations601-1 or the Manual on Uniform Traffic Control Devices. <br />32. Incorporated as part of this permit are the following: Application for Access Permit dated February 20, 2001 <br />(Farm No. 137) and attachments, Permit Pages Iola and lOlb, Permit Pages 1 through 5, EXHIBIT A, <br />EXHIBIT B, EXHffiPT C, Colorado Department of Transportation M and S Standards M-203-1 607-1, M- <br />210-1 and pages 16 and 17 from a Guide for Erecting Mail boxes on Highways by [he American Association <br />of State Highway and Transportation Officials. <br />33. The Pertnittee(s)/Property owner(s) aze hereby notified that the IocaGon, configuration, or design of this <br />access may be altered by CDOT during future highway construction if a safety problem is identified. Lefr <br />[um movements in and out of this access may be prohibited at some future date. <br />34. If necessary, minor changes, corrections and/or additions to this permit shall be ordered by the Maintenance <br />Foreman or other CDOT representative to meet unanticipated site conditions. <br />
