it 1 <br />Jim Herron -2- June 2, 1982 <br />The applicant's responses indicate that "the diversity calculation <br />for reference and reclaimed areas will be based upon the average number of <br />species per square meter from the lm2 cover plots." A direct comparison <br />of species numbers is not advisable. The applicant should commit to <br />establishing an acceptable diversity standard based on species composition <br />and life form importance, as determined from the proposed cover sampling <br />program to be carried out this summer (see "Proposed Policy for Evaluating <br />Species Diversity", attached). <br />For woody plant density, the applicant has proposed to reestablish <br />"90% of the reference area mean." This may not be necessary, based on the <br />relatively small area of disturbance and the minor impact on wildlife. <br />Also, due to the low precipitation, establishn~nt of shrubs rii11 probably <br />be difficult. The primary concern would be reestablishment of appropriate <br />woody plants in the riparian area. I recommend that Powderhorn consider <br />these factors. It may be to their advantage to request a variance from <br />the "pre-mine densities" following the reference area sampling. <br />Stipulation No. 11 Response <br />The respgnse commits to the development and subnu:ttal of a <br />revegetation plan for riparian areas following completion of the vegetation <br />mapping.
