The response states that herbaceous cover measurements will <br />be taken by a quadrat ocular estimation technique. Generally, the point <br />frame transect method described in the application is preferred by the <br />Division and is more widely used. The stipulation merely requested some <br />specific detail on location and length of transects and number of measure- <br />ments per transect. It was not meant to discourage use of the method. <br />Recommendation: A minimum of 10 randomly located and oriented <br />25M transects within each reference and corresponrling reclaimed area. <br />SO points (every 1/2 meter) s1)ould be recorded on each transect. <br />2. The response indicates that sample locations t~~ill be selected <br />randomly rather than systematically. This is acceptable, but was not <br />required or requested. <br />3. The production sampling methodology is acceptable. Sample <br />adequacy calculations will be required for production as well as cover data. <br />4. The woody plant density sampling technique is acceptable. <br />Stipulation No. 10 Response <br />Stipulation No. 10 pointed ot7t that standards for woody plant density <br />and species diversity had not been proposed, and required that the application <br />address the establishment of diversity and density standards. <br />
