Permit M,83-033 <br />The first address the inspection letter concerning bond adequacy <br />for this year. It is based on what it would take to reclaim the <br />mine as of 7/17/02: The second is an analysis for the cost to <br />reclaim the mine when SO acres needs "some form of reclamation. It <br />contains a limit on highwall length and minimum benches. It will <br />be necessary to review this periodically to assure there is <br />adequate bond coverage in the future. <br />Under the current conditions .the growth medium slopes would have <br />to be graded and seeded while once the secondary access <br />construction begins the fill will be removed and benching will <br />begin. .The existing conditions bond includes a cost to grade the <br />slopes. <br />I have-not included an. estimated cost to reclaim a small area of <br />benching in the secondary access corridor in the bond estimate <br />since initially no cutting will be necessary to create the road. <br />.Under the growth medium is an old trail that can be graded and <br />widened without cutting at this time. As the mine floor is <br />lowered. it will be necessary to move up the slope and begin to cut <br />benches- down the slope so when the final road elevation is reached <br />the cut will be wide enough to accommodate the road. I have <br />included a to reclaim the slopes that were. buried on the sides of <br />the fill area. The secondary access area is included in the <br />maximum disturbance area of SO,OO acres t. <br />It appears that the amount if work needed to reclaim the area now <br />is more that. it will be over the next 5 years. I suggest we use the <br />methodology I used for the current conditions analysis with the limits <br />-set of 50 acres maximum disturbance and 331,000 cubic yards of blasting <br />and bench work. This would be more than enough to cover the bond as <br />Freis begin to implement some of the changes in the amendment. Attached <br />is a copy of the proof of publication, and .copies of the return receipt <br />cards for the owner notification letters.
