Adequacy Response <br />Page 2 of 2 <br />Rule 6.4.5 Exhibit E -Reclamation Plan <br />North R-34 Pit <br />Permit No. M-1996-0OS <br />3. The reclamation plan calls for maintaining the cottonwoods that currently exist on site <br />for use as wildlife habitat. The Division is wncerned that dewatering of the pit may <br />drop the water table enough to impact the cottonwoods despite the presence of the <br />augmentation pond. Therefore, the Division would like the operator to propose a <br />method to monitor the ground water level in the vicinity of the cottonwoods and <br />mitigation measures that would be implemented should the ground water level drop a <br />meter or more. <br />Rather than propose a monitoring plan, the operator would like to propose a <br />modification to the mining plan that we believe will minimize impacts to the ground <br />water table and in turn, impacts to the existing cottonwoods. <br />Mining will occur for a period of eight to twelve weeks per year between the months <br />of November and Mazch. During this time, water from the pit will be pumped into <br />the Sunrise ditch, the augmentation pond, and the sediment pond, thereby providing <br />recharge water for the cottonwoods. After mining is finished for the designated <br />amount of time, pumping will cease and the pit will be allowed to fill with water thus <br />maintaining the natural ground water level. <br />This change is reflected in the enclosed pages 6 and 7 of mining plan. <br />4. In accordance with Rule 3.1.5(7), the operator commits to reclaiming all slopes <br />between five feet above and ten feel below the expected water line to a grade no <br />steeper than 3H:1 V. <br />Should you have any other questions or concerns, please feel free to call me.
