Procedural Memo - Henderson -4- February 6, 1997
the haulage tunnel is plugged.
As stated above, the time for flooding of the lower workings up to
the 8100 level needs to be carefully estimated.
Basic hydrogeologic principles dictate that the required pumping
rate at the 8100 level will be less than at the lower levels,
however, unless some rigorous modelling using good data can be
used to estimate the diminished pumping rate, the Division would
accept only very conservative estimates for the diminution of the
pumping rate to be factored into the water treatment cost
estimates.
5. Certain equipment will be required to allow the Division to
implement the water treatment aspects of reclamation at the
Henderson Mine. Such equipment would include, but would not be
limited to: hoist and man cage, pumps and piping, ventilation
equipment, electrical power facilities. If costs were to be
included in the bond to install these facilities, assuming that
the existing facilities will have been removed prior to the
Division mobilizing to the site, the amount of bond required would
be enormous. As such, it is advisable to develop a list of
fixtures and equipment that will need to be on-site for the
Division to implement the water treatment plan, and include a
first priority lien to the Division into the bond as allowed under
Rule 4.9.3.
cc: Bruce Humphries
Carl Mount
C:\wPEl\HENDEON.
