T}iat was part of what actually happened. It was <br />probably improper, but they did do that. <br />Plow, I don't know if you can lift -- if you <br />can say that makes anything a permanent operation, because <br />they lifted their cease and desist. But there was still <br />no permit -- no, no activity should have occurred without <br />the bond being posted. <br />What happened is, last month this was <br />finally brought to the Board's attention, because what I <br />did was I said, "Okay, let's solve these problems right <br />away and get this permitted." And I sent this in in my <br />inspection report and I set just an arbitrary deadline <br />December 31st, to get everything done. <br />Mr. Korinek called me on December 31st and <br /> <br />said, "Look, I know there's a problem. I'll get this in <br />to you right away and we'll make progress."
