STATE OF COLORADO
Roy Romer, Governor
5 ~rj
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
DATE: February 25, 1987
T0: Jim Stevens
FROM: Randy Price
RE: New Elk Technical Revision TR-06, Permit No. C-81-012
In reference to the letter from Wyoming Fuel Company to the Division, dated
December 1, 1986, requesting that the Division calculate peak flows based on
the Soi'. Conservation Service (S.C.S.) publication "Procedures for Determining
Peak Flows in Colorado", I have calculated peak flows for drainage areas that
are of some concern. Peak flows for watersheds Y, R, I, J, and K were
recalculated using the method outlined in the above referenced publication
which includes and supplements S.C.S. technical release No. 55. The New Elk
Mine should incorporate the new values for CN and peak runoff into Table 20 of
the permit application. Enclosed in this memo are my calculations for each
watershed.
The New Elk Mine should also recalculate the designed ditch capacities to
include the minimum .3 foot freeboard as required in Rule 4.05.3(6){b) for all
ditches.
/b do
7739E
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
