SHELTON, Dlreetor
February 25, 1987
Mr. David Stout
Environmental Coordinator
Wyoming Fuel Company
12055 W. Second Place
P.O. Box 15596
Lakewood, Colorado 80215
Re: New Elk Mine (File N0. C-81-012), Technical Revision TR-O6, Update ana
Modification of Drainage Plan
Dear Mr. Stout:
The Division has completed recalculations of certain of the peak flows from
drainage areas within the Mew Elk permit area as weir as of the corresponding
drainage ditch capacities. Based on this work, summarized in Randall Price's
enclosed memo, it appears that the capacities of certain ditches within the
present sediment and surface water control plan for the mine are not capable
of handling the anticipated 10 year - 24 hour flows from equivalent drainage
areas.
Since WFC is in the process of revising its sediment and surface water system
for the New Elk Mine, the Division hopes that the methodology employed in and
the results of Mr. Price's calculations can be put to appropriate use in the
design of the new plan. The Division would like to have the factors used as
well as the results of these recalculations incorporated in a revised Table 20
of the New Elk permit application together with any other recalculations made
by WFC for the new plan. Furthermore, in consideration of the prolonged
period of time that this drainage plan/revision has been an issue between WFC
and the Division, the Division feels it necessary to impose a deadline of
March 20, 1987, for receipt of a new sediment and surface water control plan
for the Mew Elk Mine acceptable to the Division. Such a plan will include all
related and revised tables, figures, maps, and text suitable for inclusion in
the permit application together with an acceptable date of implementation for
the plan. Should the plan and related materials not be available by
htarch 20, 1987, a denial of the technical revision, TR-06, will be made. An
acceptable plan, etc., will still be required, but the technical revision will
have to be resubmitted.
If there are any questions in regard to the above, please call.
Sincerely,
James C.
