9. MINED LAND RECLAMATION BOARD NOTIFICATION <br />The Clear Creek Board of County Commissioners shall notify the Colorado Mined Land Reclamation Board of the <br />zoning decision. <br />]0. POWDER MAGAZINES <br />Two (2) powder magazines to be allowed on site [hat comply with OSHA (Occupational Safety and Health <br />Administration) and MSHA (Mine, Safety & Health Administration) standards contained in Parcel A (Stages 1 and <br />2). <br />11. DRAINAGE PLAN <br />The Drainage Plan shall be revised as stated under the Recommendations by Knight Piesold & Co. in their <br />Walstmm Quarry Drainage Plan and Report Review as follows: <br />a. Recalculate the historic and developed hydrology using representative values for percent <br />imperviousness, overland flow and watercourse slopes, and overland flow and watercourse lengths, and <br />the appropriate computation methods should be used. <br />b. Calculate [he sediment inflow volume [o the proposed detention/retention facilities to assure that an <br />adequate water quality control volume is available. <br />c. Redesign the existing Sedimentation Basin and Detention Pond 3 using the revised hydrology and <br />appropriate design methods <br />d. Construction details for all proposed retention and detention areas shall be included <br />The revised Drainage Plan shall be submitted to the Board of County Commissioners and reviewed by Knight <br />Piesold & Co., at the applicant's expense. The Board of County Comrissioners, based on review comments from <br />Knight Piesold & Co., and a recommendation from Planning Staff, shall approve, approve with conditions or deny <br />the Drainage Plan. Approval of this revised Official Development Plan and rezoning is conditioned on approval of <br />the Drainage Plan. <br />12. MAINTENANCE SCHEDULE <br />A schedule for routine sediment and debris removal as well as general maintenance of the proposed detention and <br />retention facilities, acceptable to the County, shall be submitted [o [he County with the revised Drainage Plan. <br />Included in this maintenance Plan shall be: <br />a. Maintenance of the Vehicle Tracking Pad and Tracking Pit. <br />b. Maintenance of the detention and retention facilities, including the two reservoirs. <br />c. Maintenance of all constmction phase Best Management Practices (BMP's) such as silt fences and <br />straw bales. <br />The Vehicle Tracking Pad shall be completed immediately. The Vehicle Tracking Pit shall be completed within <br />one year from the date of adoption of this Resolution. <br />13. LIGHTING <br />Lighting shall be in compliance with [he "Lighting Layout" that is attached hereto as Exhibit "A". This layout is <br />currently existing. When the lighting layout changes as the quarry progresses, the applicant shall submit a new <br />layout to the Planning Department for review prior to installation of new lighting. New layouts shall demonstrate <br />conformance with the lighting performance standards of the Industrial Districts section of the Clear Creek County <br />Zoning Regulations [Section 6(C)(16)]. <br />14. SIGNAGE <br />All signage shall be in conformance with Section ]0(D)(3. Commercial and Industrial Districts) of the Clear Creek <br />County Zoning Regulations. <br />15. RECLAMATION <br />Reversion of this land to a commercial or industrial zoning district after reclamation will be conditioned on [he <br />approval of a rezoning request to rezone the property from PD to a commercial or, industrial zoning district. <br />However, this future application shall not be considered by [he County until, at least, after the adoption of a Master <br />Plan by the appropriate governing body as described in Colorado Revised Statutes 30-28-106 (Adoption of master <br />plan -contents). <br />16. COLORADO DIVISION OF MINERALS AND GEOLOGY <br />This application is conditioned on approval of a mining and reclamation permit issued by [he Colorado Mined <br />Land Reclamation Board for this proposed expansion. <br />17. COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT <br />This application is conditioned on approval and full compliance with regulations and requirements by the Colorado <br />- Department of Public Health and Environment -- <br />18. COLORADO DIVISION OF WATER RESOURCES <br />The reservoirs proposed by the applicant are conditioned on approval by the Colorado Division of Water <br />Resources. <br />19. COLORADO DEPARTMENT OF TRANSPORTATION <br />This application is conditioned on approval and full compliance with regulations and requirements by [he Colorado <br />Department of Transportation. <br />
