Also received was <br />a receipt from the trucking company that transported the ore from <br />Boulder to the Gold Hill Mill. Staff said that in a subsequent <br />conversation, Mr. Hendricks stated that Mr. Tatman had purchases' ore, <br />but that waste had been removed along with the ore and shipped to the <br />Gold Hill Mill. Staff said that there was evidence that at least a <br />portion of the waste was processed along with the ore. <br />Staff said that on January 8, 1992, Mr. Mark Steen, with Gold Hill <br />Ventures, informed the Division that CDM, Inc. was processing ore from <br />another mine located in the Colorado Springs area. <br />Staff said this activity constitutes a possible violation of the <br />permit. Staff said that everyone involved with the co-permittees has <br />stated the ore from the Bueno Mine, which is not part of the Gold Hill <br />proper*_ies, was processed at the Cash Mill. Staff said the Division <br />believes that ore from the Cross Mine was also processed at the mill, <br />because of evidence received. However, Staff said the co-permittees do <br />not agree on the amount of concentrates found near the mill, as well as <br />where it was processed. CDM, Inc. has stated that a small amount of <br />concentrates was on the site and that it was bagged and shipped to <br />another mill for processing; Gold Hill has stated that a large amount <br />was located and processed at the Cash Miil. <br />Staff said that on February 13, 1992, the Division completed a <br />follow-up inspection, at which time it was noted that the material Mr. <br />Tatman said had been shipped from the Cross Mine had been partially <br />processed. Staff said Mr. Tatman said he considered the material a <br />monzonite which he said was used to Control pH in the mill and that it <br />did not contain ore. <br />Staff said that a meeting was held with the Department of Health, <br />regarding the position of the co-permittees; the mill owner wants to <br />process ore that is not from the Gold Hill properties. Staff said the <br />Department of Health feels a Certificate of Designation from Boulder <br />County and the Department of Health would be required to process other <br />ores at the Cash Mill. <br />Staff said the Division has 3 instances in which it believes that ore <br />from other properties was processed at the Cash Mill. In response to a <br />question from the Board, Staff said that when a mill is operated in <br />relation to a specific mine, it is permitted through the Division. <br />When this is not the case, and the mill receives material from other <br />sites, it has to be permitted through the solid and hazardous waste <br />permitting process with the Department of Health. <br />Staff recommended that the Board issue a cease and desist order on the <br />mill, until corrective action is completed to the satisfaction of the <br />Division and Board. The corrective action includes: 1) splitting the <br />permit into 2 permits--1 for the mine and 1 for the mill and 2) the <br />mill permittee must obtain an approved Certificate of Designation from <br />ooulder County and the Department of Health for processing ore from <br />or.-~oercies not owned by Gold Hili <br />
