STAGING AREA - 36.0 acres within the permit boundary is designated as a staging area and is also <br />designated: Phase I. Several activities ancillary to the mining operation occur within the graveled surfaced area. <br />The dominate use in the staging area is the stockpiling of raw and processed resource. In addition to asphalt <br />and concrete production plants, the following activities may occur within the staging area: <br />^ Truck scale. RECEIVE® <br />^ Portable Office. <br />^ Fuel Storage. ~EC 2 2 ~~ <br />^ Equipment Parking and Maintenance. <br />^ RBSOUfCe StOCkplling. Division of Minerals and Geelagy <br />^ Lab and Tool Trailer Parking. <br />^ Seasonal Watchman's Residence (self contained Rte. <br />PETROLEUM STORAGE AREAS -A portable asphalt oil tank and diesel fuel tanks are located adjacent to the <br />asphalt plant when it is present on site. Also, portable diesel fuel tanks will be located near the gravel crushing <br />unit, wash plant, and concrete plant. All fuel is stored in above ground tanks and will have secondary <br />containment to prevent any discharges of fuel from leaving the site or percolating into the ground. Containment <br />is constructed in a fashion to control at least 110 percent of the volume of the largest fuel storage vessel within <br />the containment area. A Handling and Disposal of Petroleum Products Policy has been established. A key <br />element of the policy includes annual training for all workers at the facility for spill containment and controls in <br />the event that a spill should occur. Additionally, a Spill Response Center is located near the office area. The <br />center contains various types of tools and absorbents that can aid with clean-up in the event of a petroleum <br />spill. Another component of the policy includes notification of appropriate regulatory agencies when a release <br />of more than 25 gallons of a petroleum product occurs. In addition to not cations to the Colorado Department <br />of Public Health and Environment's 24 hour Emergency Response Not cation Number, the Colorado State Oit <br />Inspector's office, the local response center, the National Response Center, the Colorado Division of Minerals <br />and Geology office will be notified. <br />During a routine inspection of the facility an underground oil storage tank was identified near the north boundary <br />line for Phase I and Staging Area and is depicted on Sheet 2 of Exhibit "C". This tank pre-dates the mining <br />operation and was most likely used as a storage vessel for heating oil. The tank will be decommissioned prior <br />to the end of the last quarter of 2003. The following protocol will be implemented for the removal of the tank: <br />Step 1. The product will be pumped from the tank while in place by a licensed oil recycler. <br />Step 2. The tank will then be excavated. <br />Step 3. Any product not removed from the tank during pumping will be drained into a suitable <br />container and disposed of in conjunction with other used oil products generated on the site. <br />Step 4. Once the tank is completely drained ft will then be crushed using tracked equipment. <br />Step 5. The tank will be disposed of at a steel re-cycling facility or an approved land fill. <br />Rev. 08/10/03 <br />Office trailer and truck scale near the site's entrance. <br />
