Portions of the water lines will be double
walled where they cross Highway 67, and where they cross major drainages above
ground. Water may be transported via gravity flow or pumps.
The pipeline routes are shown on the attached map. The pipeline from Pads 3 and 4 is on
the eastern side of the property and is approximately 5,480 feet in length. The pipeline
from the Victor Pad is on the western side of the property and is approximately 14,190
feet in length. Both pipelines terminate at the VLF as shown on the map.
Bruce DeWyk prepared the attached reclamation cost estimate for removal of the
pipelines. Mr. DeWyk has prepared the Division-approved reclamation cost estimates for
Amendment 6 and Amendment 7 to Permit No. M-80-244. The total cost for pipeline
reclamation is estimated to be $13,673.00. The reclamation cost estimate assumes
contractor costs to cut the polypropylene pipe into lengths, load the pipe onto a truck, and
dispose of the pipe on-site by burial in an Overburden Storage Area.
On March 22, 1999, the Division granted approval for use of detoxified Pad 3 and 4
material as requested by CC&V in a letter dated March 15, 1999. Currently, the Division
retains $507,320.00 in financial warranty for detoxification of Pad 4. Since the Pad 4
material approved for various uses, the financial warranty for detoxification is no longer
required.
As agreed upon during your site inspection of June 10, 1999, an appropriate portion of
the financial warranty for detoxification of Pad 4 will be allocated to provide financial
warranty for reclamation of the pipelines from Pads 3 and 4 and the Victor Pad to the
VLF. Specifically, that portion is $13,673.00, based on the attached reclamation cost
estimate.
Please do not hesitate to contact me at 719-689-4056, should you have questions or
comments.
Sincere]
Phil Barnes
Chief Environmental Coordinator
cc: Mr. Jim Watson, City of Victor
Ms. Jane Mannon, Teller County Planning Department
Enclosures: 3 (a/s)
