I think what they are doing in both the cases <br />is applying for areas that they feel will be disturbed <br />beyond what is now disturbed. The board recor-unendation -- <br />before I give it, I should mention that under cahat <br />guidelines we have, this is a willful violation at least <br />to some extent. The operator was aware of the act at <br />least since January when his other pit was given a cease <br />and desist order by the board.
