Also, <br />post a sign in compliance with CMLRD Rule 6.7 at the open- <br />ing of the access road. <br />e. •Make contact with the CMLRD and DA by submittal <br />of the Technical Revision, with a cover letter of explana- <br />tion. <br />3. Budget for site expansion or closure of the Fondis <br />Mine, utilizing the components of the Project Strategy <br />Gantt Chart as a working tool and guide. <br />4. Assess the regulatory compliance, potential for clo- <br />sure or expansion, and cost/benefits for continued opera- <br />tions at all other Elbert County Colorado mine sites. <br />S. Prepare to implement a review of all reclamation plans <br />prior to implementation of concurrent reclamation at all <br />mine sites to assure their earliest possible release. <br />The problems observed at the Fondis Mine and for those of. <br />all operations confronting Elbert County are not that <br />unique. The problems are symptomatic. The causal problems <br />stem from a lack of planning and ,follow through, in part <br />created by very real financial limitations placed upon <br />County managers, limited staff, and limited mineral re- <br />serves available within Elbert County at locations which <br />are sociologically favorable for exploitation. The origi- <br />nal permit application received an inferior review by the <br />regulatory agency and was lacking in useable content, with <br />the notable exception of the SCS portion. Hopefully, this <br />report will be the beginning of a reversal of past trends. <br />cc.
